National Capacity Self-Assessment Sub-Regional Workshops

Since its launch in 2005, the Global Support Programme has convened 11 sub-regional workshops. While most of the 145 NCSAs are completed, 25 remain operational as of October 2009. The Global Support Programme will convene two final sub-regional workshops to address the specific needs of teams currently implementing their NCSAs, as well as to catalyze the use of national and regional experts as resource persons and organizations.

Capacity Development can be seen as a two-stage process, beginning with an assessment of capacities followed by the strengthening of weak capacities. The NCSAs represent one of the first comprehensive approaches by the international community to support in-country assessments of the full set of individual, organizational, and systemic weaknesses to the national implementation of the three Rio Conventions.

Participants will engage in an open dialogue about the challenges and opportunities experienced as they applied a range of capacity development methodologies, identifying which represent good or best practices, as well as other important lessons learned. The workshop will also discuss opportunities for achieving institutional sustainability of capacity development assessment methodologies as well as priority implementation of cross-cutting capacity development actions.

The workshop in Nairobi, Kenya will take place 4 - 6 November, focusing on NCSAs implemented in Africa, Arab States, Eastern Europe, Latin America, the Caribbean and Arab States. The workshop in Nadi, Fiji will take place 16 - 18 November and focus on the NCSAs in Asia and the Pacific. The Global Support Programme will prepare and collate a full set of workshop materials, as well as a final workshop report, all of which will be made available through the NCSA website.

NCSA Quick Guide

A Quick Guide through the NCSA process is now available for the NCSA teams. It provides an overview of the suggested NCSA steps and tools and techniques for project teams to organize their NCSA efficiently and effectively. The quick guide builds on comments and experiences gathered during the past regional workshops and combines process descriptions with essential lessons, illustrations and examples. It is meant as a complement to the existing NCSA Resource Kit.


GSP Report 2006


The first quarter of 2007 marked the mid-point of the Global Support Programme (2005-2008) and an important milestone in the implementation of the National Capacity Self-Assessment. 2007 is another crucial year for both the NCSA and GSP; over 150 countries have engaged in the NCSA with the support of the Global Environment Facility, United Nations Development Programme and United Nations Environment Programme; and around 100 of these countries are currently in the throes of the assessment and planning work. The majority of countries are expected to complete the NCSA Enabling Activity by the end of 2008.

 

The GSP 2006 Reports are now available in three parts:

 

The Global Progress report looks back to the launch of the GEF Strategic Approach to Enhance Capacity Building in 2002, and records progress with implementing the NCSA over the past five years. The current status is that 60 countries are drafting their final reports and Action Plans or have completed the process; while 46 countries are in the middle of the capacity needs assessment; and 45 are still at the formulation or early stages. Reference is made to the generally slower uptake and implementation of the NCSA in Least-Developed Countries and Small Island Developing States.

Stressing the importance to firmly anchor the NCSA within a country's landscape of environmental assessment, projects, programmes and policies, the GSP provides an Overview of Enabling Activities that have been undertaken by the 152 NCSA countries, under the GEF and individual multilateral environment agreements (MEA).

 

The Synthesis report presents the detailed results from NCSAs and Action Plans that have been completed so far. It records the range of types of capacity development actions that are proposed in the Plans, to meet the needs identified in the assessments. Descriptions are compiled of five broad types of capacity, concerned with Stakeholder Engagement, Information & Knowledge; Planning & Policy; Organization & Implementation of management; and Monitoring, Evaluation and continual learning. The Synthesis report also documents what the proposed capacity is needed for.... the comprehensive range of higher level environmental issues that the NCSAs confirmed as strategic priorities for the countries.
